New article reflecting on the Controlled Substances Act

Initially presented at a symposium sponsored by the Ohio State University’s Drug Enforcement and Policy Center and the Arizona State University’s Academy for Justice, Oliver’s paper, “Preemption Up in Smoke: Should States Be Allowed a Voice in Scheduling Under the Controlled Substances Act,” saw print in the Ohio State Journal of Criminal Law.
