Build it better.

Health policy probably has never been more turbulent than it is today. Whether it's due to the latest technological disruption or a new regulatory barrier, the healthcare landscape is changing at a rapid pace. While the only constant is the inconsistency-- continued change-- of varying revenue streams and distribution channels, there still is room for opportunity but so does the complexity.

But being successful in health policy isn't just about chasing the latest trend-- it's about building something that is resilient that can ride the wave rather than being swamped by policy minutiae. This is what I teach to my students while they are learning in our nation’s capital.

This page is to organize my personal work and research in the field of health law and policy.

 

Providing thought leadership in key areas

Oliver was a key legislative staffer during the debate over what ultimately became the Affordable Care Act. Subsequently, he worked with major providers including Planned Parenthood to implement the ACA despite heavy political headwinds.

Aging

Oliver has served in key leadership roles on federal aging policy, including serving as deputy director of the Senate Aging Committee. Additionally, Oliver was a policy consultant on the 2015 White House Conference on Aging.

Lastly, Oliver has spoken internationally in Australia, Canada, and India on a variety of aging issues.

Oliver has worked on multiple reauthorizations of the Children's Health Insurance Program and the Child Nutrition Programs. For example, he successfully advocated for the inclusion of school-based health centers as a Medicaid provider, established a new construction fund for school health services, and expanded an afterschool meal program nationwide.

Because of his work, Oliver was recognized as a Champion for Children by First Focus and by the National Assembly for School-Based Care for his work to make children a national priority in federal policy-making.

Oliver has spoken internationally on a variety of health and aging issues. He has participated in the American Council of Young Political Leaders as an exchange participant and as a mentor, and he was selected for a Fulbright Scholar award, an Endeavour Award, and the Wilson Center's congressional fellowship.

In addition, Oliver co-founded a non-profit dedicated to health policy collaboration between the United States and Canada.


Health IT & telehealth

As a key legislative staffer during the 2009 stimulus debate, Oliver worked on the HITECH Act and its implementation, which helped wire much of the healthcare system. Additionally, he led efforts on e-prescribing, telehealth, and other connected care issues.

Oliver has continued this work by advising clients on upcoming policy and regulatory issues around telehealth and connected care, and he has written and spoken on health information exchange.
